Competency Development Strategy as an Effort to Optimize the Performance Evaluation of Employees of PT PLN (Persero) UPT Padang through Literature Study

Objective: This study aims to analyze competency development strategies as an effort to optimize the performance evaluation of employees of PT PLN (Persero) UPT Padang through a comprehensive literature review. Methodology: The research uses a qualitative approach with a literature research method that analyzes academic literature sources in the form of scientific journals, reference books, and publications related to competency development, performance evaluation, and human resource management. Secondary data are analyzed through the stages of content identification, classification, and interpretation to uncover the strategic dimensions of competency development in the context of energy sector organizations.
Findings: The results of the study identified the need for competency development that includes technical, managerial, and adaptive dimensions in dealing with the digital transformation of electricity. System-based implementation strategies with a 70-20-10 learning model have proven to be effective in optimizing the learning process. The integration of competency development with a performance evaluation system creates a strategic alignment that supports the achievement of organizational goals.
Conclusion: Sustainable competency development integrated with a performance evaluation system is a fundamental strategy in optimizing the performance of employees of PT PLN UPT Padang.
